Isao Takahata (director), who traveled to Yanagawa, a water town in Kitakyushu, heard a story about an incident. When a city plan to reclaim the waterways, which had become ditches, and turn them into parking lots, etc., to increase their utility value was about to be implemented, a section chief at the government office researched the historical role of the waterways and instead proposed purifying them and making them useful for daily life. This led to the revival of Yanagawa's water. Inspired by this story, it was realized in the form of a documentary film set in Yanagawa.
