This is a listing for the case (charger) of these wireless earphones only. When a USB is plugged in, it reacts as shown in image 1, so I believe it is not broken, but I have not been able to confirm actual charging as the earphones are missing. The exterior shows some scratches and marks, but there is no particularly severe damage, and it is generally in good condition.
