These are Ocha-ken and Ocha-neko mascots. I believe they were bonus items with tea or other products, but the details are unknown. There are 7 pieces in the set. They are over 10 years old and have been opened and stored at home for a long time, so there is aging, dirt, discoloration, etc. Also, some of the straps are missing.
