This is a baby's防災頭巾 (protective head covering for disasters). I purchased this about 5 years ago for temporary childcare for a 1-2 year old. I took it with me to temporary childcare, and the daycare center kept it for me. There is pilling overall, and the elastic is loose. The name has been erased with a pen. Comes with a drawstring bag.
