The measurement is taken at its loosest setting. It can be made smaller in several steps, as shown in the last photo. There are a few spots of what appear to be brown stains on the white ribbon. I don't think they are very noticeable, but please refrain from purchasing if you are concerned. There are a few scratches. You probably won't notice them unless you look closely.
