I believe both of these are valuable software as the overseas versions are not widely available. Gravity Falls is software that has not been released in Japan. Currently, it is listed as "operation not confirmed" because I do not own an overseas 3DS. It is an overseas version, so it will not work on a Japanese 3DS console.
