This item belonged to my uncle and was used for work in the past. All moving parts function. I am unsure if the specified torque is applied accurately. Wrench: 19mm There is rust, scratches, and adhesive residue from electrical tape that was wrapped around it. I may not be able to answer questions effectively as I am not familiar with this tool.
