This is a Global Work kids' skirt. I bought it for my daughter, and when I tried it on her, thinking she could finally wear it, it was already too small. It's unworn, with the tag removed, and only tried on. The size is 150, but the elastic waistband feels a bit tight. It also comes with a belt.
