From the Office Dolce website: Most traditional harp-like instruments use a diatonic arrangement and do not have strings dedicated to semitones. Semitones were obtained by operating pedals or levers on whole-tone strings. To avoid this non-musical operation, we devised a system of dedicated semitone strings, and arranged them on the back so that the tension of the entire string set would be balanced on the body. Therefore, the playing method uses only the right hand for the diatonic strings on the front, and the left hand for the semitone strings on the back. Furthermore, most harp-like instruments have the low strings far from the body, and the scale rises as it gets closer to the body. Mr. Takeda, on the other hand, thought that having the low notes closer to the body would simplify the playing method, and that the low strings being closer to the heart would allow the entire body to perceive vibrations below the audible frequency, increasing comfort (bone conduction theory). From these innovative ideas and theories, the 21st-century harp, named the Angels Harp, was released.
