This is a Uniqlo camisole long dress with built-in bra pads. The bust has shirring, and the hem has large ruffles, making it cute. I've worn it over a T-shirt about three times. There are no noticeable scratches or stains to the untrained eye, but please refrain from purchasing if you are concerned.
