It's a government lottery ticket, a "Takarabako" lottery, a kanji lottery. There's no writing on the paper itself, but it supposedly comes with a cigarette exchange ticket. "I" & "Ro". The design features Daikoku, and the price is 5 yen x 2 tickets. Please understand the condition. The edges are uneven. I feel this is characteristic of the time. I think it's very rare.
