This is a PILOT sign pen. It has the Nippon Steel logo on it, and is likely a commemorative item from the company. It's a SW 200sc model, which is now discontinued and no longer available. The exterior is clean, but the ink is dried up and won't come out. A refill is included, but the tip is broken, so it's unusable. That part is a junk item. It should be usable if you purchase a new refill. Please note that only the exterior is usable. "No noticeable scratches" refers only to the exterior.
