This is a no-brand item that is surplus from a famous outdoor manufacturer's OEM factory. The material appears to be Polartec Power Block. It's quick-drying and absorbent, with a fine brushed finish for high heat retention, and a long zipper for easy temperature adjustment. It has a hood and a zippered pocket on the chest.
