This is a Golden Bat cape. I believe I applied for it by sending in several wrappers from Lotte gum. I'm not sure if I ever wore it, but it was forgotten about for a long time and stored folded in an envelope. It's from around the late 1950s or early 1960s. It's a very rare item. As shown in photo 4, the red part that goes around the neck is slightly faded on the right side.
