I bought this a few years ago and it has been stored in my closet. It is a reversible skirt with navy on one side and check on the other. Since it is 100% polyester, it seems to repel water. (This is just my subjective opinion as I have never worn or washed it.) The size is 38, but the waistband is elastic, so it stretches. I intended to wear it, so the tags are missing. It is new and unused, but please refrain from purchasing if you are concerned.
