These are fabric scraps left over from making T-shirts and other items. They are used as filling for domestically-made sandbags. There are 30 kg of these scraps, which is more than the usual 20 kg of fabric. How about using them as filling for sandbags or grappling dummies? They contain fabrics of various colors. Please note that some areas may not be visible in the photos. Since there are over 20 kg, please leave a comment if you are interested, and I will prepare them.
