This is Nintendo's "Pocket Camera" (overseas name: Game Boy Camera). It's an accessory for the Game Boy, released on February 21, 1998. The game cartridge has a digital camera built-in, allowing you to take and save monochrome photos. The captured images could also be printed using the separately sold "Pocket Printer."
