This is a figure set of Woody and Buzz Lightyear. Woody's right arm moves when you pull the string on his back, and Buzz's wings open when you move his right arm! The batteries are dead, but both used to say their catchphrases when you moved their right arms. They are currently out of batteries, so I can't confirm this.
