This is a skirt-type hakama (traditional Japanese garment) without a split. It has been stored for approximately 20 to 30 years. There are small spots on the front, about 30cm up from the bottom right (see the last photo). They are unnoticeable while wearing and moving, but may be visible upon close inspection.
