It is a Hifu with a shibori (tie-dye) pattern. Although it is not visible when worn, there is some color fading on the lining of the inside. It can be used for Shichi-Go-San, New Year's, and the Doll Festival (Hina Matsuri). This Hifu is easy to match with the kimono for the Hatsumiyamairi (first shrine visit).
