This is a genuine leather tool bag I purchased from a vintage shop. It's said to be from the British Railways (British Rail) of the UK, which used to exist, and it seems it was used as a bag for signal inspection tools. There are stains on the surface, but the zipper moves well, and the internal retaining rubber is in good condition without deterioration.
