As for the cels, there is a slight amount of dirt, but the condition of the contents is not clear. It is unknown whether there is animation paper inside. ✱ The cel drawings have cut numbers written on them, so it is believed that they are actually used cels. The background art also seems to match the cels, as the cut numbers match.
