These are likely vintage eyeglasses from the 1940s-50s. The size seems a bit small for a man, so they may have been made for a woman. The lenses have a slight prescription. Also, the metal parts are probably gold-plated, and they have very elaborate engravings. Recently, some current products have engravings, but they are said to be based on items like these from that era.
