This is a recent U.S. NAVY training setup. The NAVY print is reflective. The ribs and elastic are firm, but the hood cord is missing. There is some pilling from use, but no stains, spots, or holes are visible. In my opinion, even though it's a size L, it doesn't feel particularly large.
