It's a nib that can create some line variation (thick and thin lines) and uniform thick lines. By laying the nib flat against the paper, you can create variations in line thickness. It is also used for drawing manga. Regarding the nib manufacturer: Lion, famous for office supplies, also manufactured nibs, but they are no longer produced.
