This is a Phoenix poncho. Fortunately, it hasn't been used in the rain. Photos 4 and 5 show some noticeable stains. It's a long coat made of thick fabric, so wearing it over a racing one-piece should provide warmth similar to wearing proper race apparel. Also, it's easy to put on and take off before the start, making it very useful.
