This is a pennant featuring the Tower of the Sun designed by Taro Okamoto. My family purchased it at the Expo '70 site in 1970, and it has been stored at home unused ever since. The pennant itself is in good condition, I think. Although unused, it is old, so there may be some age-related deterioration, and the bag may have some dirt or minor scratches.
