This is a kids' skirt with an elastic waistband. It has a cute design with ruffles on the inside. It does not have built-in spats or leggings. My child liked the character on it and I bought it, but it has only been worn twice and has been stored at home. There is a slight stain on the area circled in yellow in the fifth photo, but there are no other noticeable major stains. I wrote my child's name on the tag, so I will cut it off before shipping.
