This appears to be a souvenir from a Korean art museum, but I don't have the details as my father bought it. It's a set of two decorative pencils and four clips. I'm also including the instruction sheet-like item in the photo. It seems to say "Kazakhstan, Golden Man," so I believe it's from an exhibition related to that.
