This is American vintage clothing. The tag at the neck is cut off, but the sleeves and hem are both single-stitched, so it's an old vintage Champion USC (University of Southern California) college T-shirt, likely from the 80s to the early 90s (based on the texture of the cut-off tag, it seems like a blue embroidered tag rather than a Tricolor tag).
