This is Sphero's Ultimate Lightning McQueen. I bought it when it was released and used it about 10 times indoors before storing it. At the time, it could talk and drive without any problems. As shown in photo ⑦, I have confirmed that it can be charged, but I have uninstalled the app needed to operate it, so I haven't been able to confirm its functionality through the app. Also, the front lights blink when connected to the power, but I haven't confirmed any other reactions. *Please refrain from returns to prevent swapping.
