This is a completely junk item, missing the nib, feed, clip, and cap ring. It's likely an unfinished product, perhaps before parts were attached for sale. The age is quite old, probably from the 1950s. It was a dead stock item from a local stationery store. The barrel diameter is quite thick, making it a mid-sized pen. It appears to be made of ebonite with multiple layers of lacquer applied, then carved at regular intervals, a technique called "carved lacquer." It's very beautiful, and I thought it would be a shame to waste it. I'm offering it for sale in the hope that someone will attach the necessary parts and bring this fountain pen back to life.
