These are eyeglasses frames by Taihachiro Kinsei, the Exclusive 4 model. I purchased them as a used, near-mint item, had prescription lenses put in, and used them a few times before storing them. There is some whitening on the frame (it's in a position that is not visible from the outside when worn). If necessary, I recommend having them cleaned, polished, and the lenses replaced at a specialist shop.
