This is a Paw Patrol poncho-style raincoat. The bottom part is made of reflective material. It's a poncho style, so I think it can be worn by 3- and 4-year-olds. I was made to buy it because I like Paw Patrol, but I only wore it once or twice, so it's in good condition.
