This is an iCash in the shape of a Hello Kitty drink cup. iCash has the same functionality as the EasyCard (悠遊卡), an IC card similar to Japan's Suica, ICOCA, and nanaco. It can be used on the MRT, buses, long-distance buses, trains, at convenience stores, supermarkets, and various other places. Most people buy an EasyCard at MRT stations when they arrive in Taiwan, but they're not always that cute.
