The "state-owned" designation suggests this item is from a time when China's economic system was older than it is now. The material of the key holder and the printing on the packaging evoke a sense of nostalgia, reminiscent of China at that time. I haven't opened it, but since it's over 40 years old, I don't expect the ballpoint pen to be usable.
