This is a third-generation ECWCS Gen3 Level 7 Primaloft jacket adopted by the US military in the 2000s. It's a zip-up blouson with a built-in hood, using Primaloft. The zipper is a double zipper by IDEAL, and the lining is ripstop nylon. It's in clean condition, with no noticeable scratches or stains.
