This is a Tomica store display rack. I purchased this from a recycling shop about 7 or 8 years ago; it was actually used in a store. As shown in photos 4 and 5, the shelf sections can hold standard-sized boxes, and when flipped over, they can hold long boxes. Upon inspection for this listing, I found three cracks (photo 6), but they don't affect usability. As a bonus, I'll include three trays that are slightly different in shape but without cracks.
