It appears to be a piggy bank novelty item featuring Tohoku Electric Power's Plus Boy. It's unclear when it was made, but it looks quite old. There are two lines drawn with a marker on the upper part of the coin slot. There is a chip on the underside of the left hand. Also, the bottom lid is missing. There might have been something attached to the top of the head... It's a rather flawed item, but the ceramic Plus Boy might be a little rare. (There seem to be other soft vinyl ones for sale.)
