The sound quality does not change even if you tap around the scratches, so they are likely surface layer scratches. Please check the detailed images for further confirmation. One string is missing, but overall string replacement is recommended. The bonus hard case has broken auxiliary straps and minor rust, but it locks securely with a key and is useful for carrying. The string height at the 12th fret is approximately 3-3.5mm on the 6th string.
