I bought this to use on the go. It can be charged from a household outlet. However, recently it sometimes charges and sometimes doesn't, so it's not working well. It's probably an earthing issue or the internal relay is broken. I haven't investigated, so I don't know, and this is an item for sale as junk for someone to repair and use. I have confirmed that it powers on.
