It's new, as I never had a chance to use it. There is no outer packaging, just the item itself. Bell size (approx.): 4cm Belt length (approx.): 15cm Belt width (approx.): 2.8cm It fastens securely with Velcro. It doesn't dangle like a strap-type. I will wrap it in bubble wrap for shipping, but please be aware that the bell may make noise during transit. Please purchase with this in mind. (I will write "bear bell" on the shipping label.)
