The "Nagato Kinki" states, "In the old days, Hagi referred to Ko-Hagi," indicating that before the construction of the castle town, Hagi was a place with many wetlands and reed fields where people lived. In 1622 (Genna 8), when the outer moat was dug outside the third enclosure of Hagi Castle, the area was divided into Horiuchi, where upper-class samurai residences were concentrated, and Ko-Hagi. In Ko-Hagi, there was a samurai district in the north, a temple town in the center, and a samurai district in a scattered pattern within the merchant town in the south, but the samurai district gradually became part of the merchant town and became smaller. These remaining samurai districts and temple grounds became Kita Ko-Hagi Town, Ima Ko-Hagi Town, and Minami Ko-Hagi Town in 1879 (Meiji 12).
