I believe this is an old Chinese porcelain brush washer. It has a key fret pattern on the rim, simple overglaze enamel decoration on the lower part, and a dragon design on the interior. In any case, it's an old item, with slight insect damage on the interior, a sandy foot, and what appears to be a silver repair on the rim. Please check the photos for the condition.
