This is an LED light mount from Lezyne. It's useful when the rubber mounting part is damaged. I believe all the accessories are included. Everything in the images is what's included. An adapter set that converts a bolt-fixed strap mount light to a quick-release type. Compatible with handlebar diameters of 31.8mm and 25.4mm (also compatible with 25.4mm using the included shim spacer).
