This is the World Craft DEKI3, famous among enthusiasts. It's fun to build something that isn't sold by major manufacturers. It reminds me of the DEKI3 standing in the Choshi Electric Railway station's vehicle depot. Judging by the parts from the outside, I think it's an N-gauge assembly kit that isn't too difficult (though I haven't built it...). World Crafts is famous among enthusiasts.
