This is Kogumakai's "Hashi no O-keiko" (Chopstick Training). Chopsticks are not included. It was a regular wooden pair of disposable chopsticks, not special ones. In addition to practicing the usual way of using chopsticks, it also helps train fine motor skills for exams like those in elementary school entrance examinations.
