This is dead stock from a certain stationery store. I've handled quite a few items like this, but the back says "60 yen per 1 strike." The price is one thing, but the fact that "1 strike" is used to mean 1 dozen suggests this is quite an old item. The color of the pencils themselves is also very retro.
