This is a white metal figure of General Rommel, believed to have been sold by Tamiya as an event exclusive in the early 1980s. I recall that it was around the time when the 1/35 General Set and the white metal 7.5 cm infantry gun were also sold. I believe the original mold is the same as the 1/25 General Rommel figure (injection) that was released around the same time. The total height, including the base, is approximately 9.5 cm. There is no packaging, only the figure itself. This is a collector's item.
