Photos 3 and 4 show that the item has been tested and works, but the master controller's movement is slightly unstable and the tires are deteriorated, so it is being sold as junk and priced accordingly. Pairing the master controller is a bit complicated; I recommend reading the instructions carefully. It works at the moment. Photos 8 and 9 show damage. Photo 14 does not work.
